Ekonomik Reform Gerçekleşmeli



2000'li yıllara girerken ülkemizde oluşan iyimser havanın; sosyal, siyasi ve ekonomik düzende kalıcı bir biçimde yaşama geçirilebilmesi için başta hükümetimiz ve parlamentomuz olmak üzere, toplumun tüm kesimlerinde gerekli duyarlılığın ve gayretin gösterilmesini umut ediyorum. Avrupa, Ortadoğu ve Asya'nın bize yakın coğrafyasında geçtiğimiz yüzyılın sonunda değişmeye başlayan dengeler Türkiye'nin rolü ve önemi daha da "belirginleşmiş olarak" yeniden kuruluyor. Bunu Türkiye'nin çok önemli bir şansı ve maalesef gecikmiş bir reform ve yeniden yapılanma sürecinin kaçınılmaz, ertelenemez başlangıcı olarak görüyorum.
Globalleşen dünya ve Avrupa Birliği'ne tam üyelik sürecinde Türkiye, mevzuatını günün ihtiyaçlarına cevap verecek bir şekilde yeniden düzenlemek zorundadır.

Yeniden kurulması gereğine inandığımız toplumsal ve siyasi hayatın temelinde iktisadi ilişkiler yatmaktadır; sözü edilen bütün bu yeniden yapılanma ancak sağlam bir iktisadi temel üzerinde gerçekleştirilebilir. Ekonomik reform paketi, uygulamaları ve beklenen sonuçları bu nedenle büyük önem taşımaktadır. Ekonomide dışa açık büyüme stratejisine yönelişimizin ve ülkede liberalizm rüzgarlarının esmeye başlamasının 20. yılındayız. Dünyada konjonktüründeki değişmeleri de dikkate alarak geçen 20 yılı değerlendirdiğimizde, pek de memnuniyet verici bir noktaya varamamış olduğumuzu itiraf etmeliyiz.
80'li yılları, zamanında başlayıp gerisini getiremediğimiz özelleştirme olgusuyla geçirdik. 90'lı yıllar ise siyasi oportünizm, dar görüşlülük ve hukuki altyapı yetersizliğine kurban edildi.
işte geçtiğimiz sonbahardan itibaren bu tabloyu değiştirmek üzere uygulanabilir çok az alternatiften birini, IMF işbirliği çerçevesinde yeni bir çıkış yolunu benimsemiş bulunuyoruz. Bugünkü kararların alıcıları da, geniş kitleleri uğradıkları ağır mağduriyetlere rağmen yanlarında bulmuşlardır. Siyaset bu krediyi çok iyi değerlendirmek mecburiyetindedir. Dolayısıyla siyasiler; geçmişte benimsenen politikaların arkasına koyamadıkları irade ve istikrarı; bugünkü ekonomik kararlar için kesintisiz göstermek zorundadırlar.

Öte yandan, Türkiye'de idareciler geniş yığınların fedakarlığına dayalı bugünkü konsensusa çok duyarlı olmak durumundadırlar. Aksi olasılıklar, başka bir deyişle reform hareketinin yarım kalması ya da başarısız olması düşünmek bile istemeyeceğimiz toplumsal hayal kırıklıklarına sebep olacaktır.
Nitekim ümitli olurken, hayalci olmak zorundayız.
Ekonomik mücadele yeni başlamıştır. Önümüzde, yolundan sapmaması gereken bir istikrar programı ile kararlılık ve titizlikle devam edilmesi gereken bir reform programı bulunmaktadır.
Bu programın başarısını sağlayacak en önemli sermayemiz ise insan kaynakları potansiyelimizdir. Türkiye, herşeye rağmen ekonomik ve demokratik gelişimini gerçekleştirmeye çalışan genç, dinamik ve girişimci bir nüfusa sahiptir. Bugün Türkiye, en az ölçekli bir Avrupa ülkesinin sahip olduğu kadar entelektüel girişimci potansiyeline sahiptir. Orta vadede, ekonomilerin esas sorununun, sermaye yetersizliği değil, bilgi yoksulluğu olduğu görülecektir. Nitekim, bilginin, dünya üretimine katkısı ve aldığı pay, hızlı bir artış trendi içersindedir. Time Warner'la yaptığı evlilik gündeme gelen America On-Line'ın sadece on yıllık bir geçmişe sahip oluşu, Bill GATES'in yarattığı dünya devi Microsoft bu değerlendirmeyi doğrulayan en somut örneklerdir. Eğitim ve ARGE'ye ayrılan kaynakların artırılması 2000'li yıllarda dünyada hakettiğimiz yeri alabilmenin öncelikli gereğidir.
Uzun yıllar yüksek enflasyonla yaşayabilme mucizesini göstermiş her türlü ekonomik yanlışın ve çirkin siyasetin sonuçlarını yakın geçmişte yaşamış bir ülkenin Genç işadamları olarak, devraldığımız bu kötü mirası gelecek nesillere taşımanın affedilmez bir suç olduğunu düşünüyorum.
Kısacası globalleşen dünya ve Avrupa Birliği'ne tam üyelik sürecinde Türkiye'nin mevzuatını ve kadrolarını günün ihtiyaçlarına cevap verecek bir şekilde yeniden düzenlemek zorunluluğu, sadece parlamentonun ve hükümetin değil, iş dünyasının ve biz genç işadamlarının da büyük sorumluluğudur.

ECONOMIC REFORMS MUST BE ACCOMPLISHED
An optimistic atmosphere has emerged in Turkey while entering the 2000s, and I hope that the required efforts are made and the responsibility is assumed at all levels, especially by the government and the Parliament, so that social, political and economic reforms can be realized and established permanently.
The structures of Europe, the Middle East and Asia which have begun to evolve towards the end of the 20th century has to be reestablished, and Turkey's role within this framework is of vital importance.
I consider this to be a chance, and also the beginning of a delayed and inevitable process of refoms and restructuring for Turkey.

In the new "global" world during its EU membership process, Turkey has no other choice but to revise its legislation and regulations in compliance with today's requirements.
Economic relationships underlie the social and political structure which we desire to improve, and the required restructuring can only be achieved on strong economic grounds.
That is why the economic reform package, its implementations and anticipated results are of vital importance. It has been 20 years since we first started favoring libealism and accept an international growth strategy. Taking into consideration the changes that took place in the world, we must confess that we have not achieved much during the past 20 years.

In the 80's, we wasted a lot of time with the privatization process and could not achieve the expected results. The nineties were again wasted by political opportunism, narrow mindedness and an inadequate legal framework. Last autumn we choose one of the very few possible alternatives and aimed at finding a solution through the cooperation of IMF.
Decision-makers today have found support in spite of the mistreatment they once went through. Our politicians should make the best use of this, and when taking economic decisions should display the determination and establish the consistency which they once failed to accomplish.
On the other hand, executives in Turkey should be very sensitive towards the consensus which depends on the devotion and sacrifice of the people. If attempts at reforms are unsuccessful or inadequate a terrible social disappointment may be experienced, which we prefer not to imagine.
We should be hopeful, but we should not be dreamers.
Our economic struggle has just begun. We have, ahead of us, a reform program which should be followed with determination and accuracy, without ever going astray.
Within this context, the most important capital we own is our human resources potential.
Turkey has a young, dynamic population which consists of people who strive to realize the economic and democratic development of the country. Today, Turkey has the potential of intellectual entrepreneurs equivalent to that of a small European country. In the medium term, it shall become clear that the basic problem of economies is not lack of capital, but lack of capital, but lack of knowledge and information. Informations's contribution to global output is following a rapidly increasing trend. The merger between Time Warner and ten-year-old America Online, and the creation of the giant
Microsoft, by Bill GATES, are good examples in point.
Doubtlessly, the resources allocated to education, training and R&D should be increased, if Turkey is to reach the position it deserves in the 2000's.
In my opinion, as a young businessman of a country which has endured high inflation for so many years and has experienced the consequences of all sorts of economic wrongs and bad politics, it would be a great sin to carry this bad inheritance to future generations.
In short, revising Turkey's legislation and arranging the cadres according to the requirements of the day, is not the responsibility of the Parliament and the Government only, but of the business world and of us, the young businessmen.
