MUHARREM YILMAZ TÜGİAD Yönetim Kurulu Başkanı Chairman of the Board of TUGIAD YENİDEN YAPILANMA Dünya ailesinin onurlu bir üyesi olmak isteyen Türkiye'yi 21. yüzyıla taşıyacak toplumsal, ekonomik ve siyasal dönüşüm artık zorunlu hale gelmiştir. Türkiye, artık yolsuzluklarıyla, istikrarsızlıklarıyla, ekonomik yapısı itibariyle bir büyükdevlet holdingi olarak anılan bir ülke olmamalıdır. Evrensel değerler, çağdaş, şeffaf ve demokratik bir yönetim biçimi Türk toplumunun vazgeçilmez bir hakkı ve ertelenemez bir talebidir. Türkiye'de artık hiçbir şey eskisi gibi olmayacaktır, olmamalıdır. Biz bu ekonomik programı toplumsal, siyasal dönüşüm ve yeniden yapılanma sürecinin bir manifestosuolarak kabul ediyoruz. Fedakarlıklarla değil, toplumun tüm kesimlerinin göstereceği değişim iradesi ve kararlılıkla düzlüğe çıkılabilecektir. Bu toplumsal uzlaşma ve güven ortamının sağlanması görevi ise, öncelikle ulusal iradeyi yansıtan parlamentoya, siyasi iradeyedüşmektedir. Bu bağlamda, saydam, rekabetçi, özel sektörün üretkenliğinin, devletin ise denetim gücünün ortaya çıkarıldığı, yolsuzluklara geçit vermeyen bir ülke istiyoruz. Türkiye, kurum ve kurallarıyla işleyen serbest piyasa ekonomisi, Özgürlükçü ve katılımcı bir demokrasi ülkesi olmak zorundadır. Halka mucize çözümler vaat etmek yerine yalnızca doğruyu söyleyerek, toplumda güven duygusu yaratmanın, izlenecek politikalara halkın destek vermesine katkıda bulunacağı açıktır. Bu programı AB'ne sunduğumuz Ulusal Program ile birlikte değerlendirdiğimizde,ekonomide olduğu kadar devlet ve siyaset anlayışında da yapısal bir değişim programıolarak kabul etmek istiyoruz. Hiç kuşkusuz programın alt yapısında "içi tamamen doldurulmamış" yönler bulunmaktadır. Ancak, program "bir zihniyet değişikliği" temelinde ele alındığı için bu eksikliklerin hızla tamamlanacağına ilişkin güvenimiz vardır. Köklü bir zihniyet değişikliğini ifade eden program; - Rant ekonomisinden, yüksek enflasyondan şikayet eden kesimlerce, - Haksızlık ve yolsuzlukların düzeltilmesini isteyenlerce, - Türkiye'yi 21. yüzyılda rekabetçi, güçlü bir refah toplumuna dönüştürme çabası olanlarca, - Emeğinin, girişiminin yarattığı artı değerin korunması güvence altına alınmasını isteyenlerce, - Türkiye'nin yarınını oluşturan gençler tarafından şiddetle desteklenmelidir. Türkiye Genç İşadamları Derneği (TÜGİAD) olarak, bu konuda duyduğu sorumlulukla programın hassas noktalarını izleyecek ve bu hassas noktalara ilişkin tamamlayıcı planlar hazırlayacağız. - Programın işleyişini izlerken, ulusal iradeyi yansıtan TBMM'ni ve parlamenterleriMeclis İç Tüzüğü ve Siyasi Partiler Yasası'nın tüm olumsuz yanlarına rağmen programı hayata geçirmeleri konusunda göreve davet ediyoruz. - Geçiş programına ilişkin yapılan yorumlar, analizler genellikle iç dinamiklerden hareketle yapılmaktadır. Esas olan kontrol edilmeyen diğer faktörlerin dikkate alınmasıdır.Bu noktada TÜGİAD olarak biz, - Programın temel ayaklarını oluşturan turizm ve ihracatta AB'ne bağlılık dikkate alındığında AB'nin ekonomik performansının dikkatle izlenmesi gerektiğini düşünmekteyiz. - Türkiye'nin temel ihracat kalemlerinde rakibi olan Uzakdoğu ülkeleri dikkatle izlenmelidir. - Devalüasyonun olması gerekenden yüksek tutulması yönünde bir eğilim bulunmaktadır. Turizm ve ihracatta atılım için devalüasyon oranı yüksek tutulurken özelleştirme kapsamına alınan şirketlerin kolay satılabilmesi için de bu uygulamaya başvurulmaktadır. Gereğinden fazla yüksek kur politikası, enflasyonu körükleyebileceği gibi aynı zamanda yatırım malları ithalatını olumsuz yönde etkileyebilecektir. - TÜGİAD olarak bizler, Türkiye'de ekonomik, toplumsal ve siyasal dönüşüm için yurt genelinde bütün Sivil Toplum Örgütleri, parlamento izleme komiteleriyle işbirliği içindeolacağız. TÜGİAD, değişim talebi olan tüm kesimler adına programın her aşamasında içeriğini tamamlayacak ve uygulamada etkinliğini temin edecek desteği vermeyi ve programı izleyip, müdahil olmayı kendisine görev bilecek, bu sürecin önderliğini yapacaktır. RECONSTRUCTION The social, political and economic transformation that is to carry Turkey into the 21st century as an honourable member of the world community has now become obligatory. Turkey's economic structure should no longer be identified as that of a big state holding full of discrepancies and corruption. Universal values and a transparent democracy are indispensable rights of the Turkish people and demands that can no longer be delayed. Nothing will remain the same in Turkey, nothing should. We accept this economic program as the manifestation of a social and political transformation and of a reconstruction. It is not sacrifice, but determination and the will to change that will lead us out of this trap. The duty to provide an environment of compromise and trust falls to the parliament, to the political will. In this sense, we want a competitive country with a transparent government; a country where an efficient private sector supervised by a strong state excludes corruption. Turkey has to build a liberal market economy built upon sound rules and organizations. Turkey has to become a liberal and participatory democracy. Telling the public the strict truth instead of promising miraculous solutions, and gaining the confidence of the public will obviously contribute to our efforts towards obtainingpublic support for the proposed policies. When we evaluate this program together with the National Program we presented to the European Union, we would like to view it as a structural transformation program in the field of the economy, as well as in our understanding of state and politics. No doubt that the basis of the program has some deficient points that remain to be filled in. However, since we consider this program to be based on a "change in mentality", we have every confidence that it will be completed very rapidly. This program standing for a radical change of mentality should be supported strongly by; - those who complain of an unproductive economy at high inflation rates, - those who wish to be rid of injustice and corruption - those who are striving to transform Turkey into a strong and competitive society in the 21st century, - those who wish to secure the value added created by their enterprise, and - by our youth, the guarantee of Turkey's future. As TUGIAD (Turkish Association of Young Entrepreneurs), we are going to take our responsibilities by observing sensitive points in the program, and we are going to prepare plans to complement these. - While we watch the program function, we invite the Turkish Parliament and its members to perform their duties and breathe life into the program in spite of all the negative points in the internal rules and regulations of the Parliament and in the Law on Political Parties. - The transition program is usually analysed and interpreted on the basis of internal dynamics. The essential factors to be considered, however, are the other uncontrolled factors. At this point, we as TUGIAD: - Think that, considering our dependence on the EU in tourism and exports that are to constitute the main props of the program, the economic performance of the EU should be observed with care. - Far Eastern countries, Turkey's chief competitors in main export items, should be watched very carefully. - There is a tendency to keep devaluation at a higher level than necessary. A high rate of devaluation is maintained in order to advance tourism and exports, and also in order to facilitate the sale of companies to be privatised. An policy of unnecessarily high rates, however, may have a negative effect on the imports of investment goods, and it may also stimulate high inflation. - We, as TUGIAD, shall cooperate with all NGO's in Turkey and with the follow-up committees in the Parliament to achieve a social, political and economic transformation in Turkey. On behalf of all segments which demand change, we shall make it our duty to complement the program in every stage, to provide support for its efficient implementation, to observe the program and interfere when necessary, and to play a leading role throughout this process.
