MURAT BEKDİK Sorumlu Yazı İşleri Müdürü Editor-in-Chief Her geçen gün artan terör eylemleri, terörü ezmeye yönelik azimli yeminler, 2004 yılbaşı kutlamalarının başta ABD, Rusya ve Avustralya olmak üzere tüm dünyada binlerce emniyet ve güvenlik güçleri altında gerçekleştirilmesi, dünyada katlanarak artan sistem dışı örgütler ve hareketler ve bu örgütlerin her geçen gün daha da ivme kazanan başarıları, yeryüzünde gelmiş geçmiş beş milyar türden sadece bir tanesinin kurduğu medeniyetin kendini ve de canlıların çok büyük bölümünü nükleer, biyolojik savaş ve küresel ısınma gibi olaylar sonucunda yok edecek bir kapasiteye ulaşması, 11 Eylül ‘ün ardında küresel köyün li-deri BUSH’un başlattığını söylediği terörizme karşı küresel savaş için “Bu bir Haçlı Seferi’dir” sözü, dünyada yiyecek kıtlığı diye bir şey yokken nüfusunun neredeyse yarısının, kolayca önlenebilir hastalıklardan sırf pahalı ilaç üreten şirketlerin bunları ucuza satmaya yanaşmaması uğruna ölüp gitmesi, bu ölü sayısının bazı Afrika ülkelerinde ömür yaşı ortalamasını 38 yaşa indirmesi, giderek artan yoksulluğun arttırdığı cehalet ve sağlık sorunları ile boğuşan, nüfus artışını önleyemeyen, genç nüfus çoğunluğuna rağmen işsiz-aşsız dolaşan ve hem kendi, hem de dünya sorunları hakkında hiç bir söz hakkı olmayan bir insan kütlesi, kendileri de çatışmayı seçerek, ılımlı Müslüman kamuoyuyla etkin iletişim kuramayarak ve en önemlisi, Arap-İsrail çatışmasını hala önleyemeyerek teröristlerin ekmeğine yağ süren Batılı liderler... Hoş Geldin ve Hoş Bulduk 3.Dünya Savaşı... Üzülerek belirtmek gerekirse, içinde bulunduğumuz bu 3.Dünya Savaşı kazanılmakta olan bir savaşa benzemiyor. Bu savaş, her geçen gün giderek kontrolden çıkma tehlikesi ciddi boyutlara ulaşmış bir savaşa dönüşüyor. Bu noktada, bu savaşı oluşturan faktörler, “onlar bizi öldürmeden biz onları öldürelim” mantığına indirgenemez. Bu mantık şiddete teslim olma mantığıdır. Dolayısıyla, 3.Dünya Savaşı’nı sona erdirmek için daha az zekice, daha az çatışmacı, ortak bir Doğu-Batı sentezi oluşturulması gerekmektedir. Uluslararası global sorunlar veya bir anlamda 3.Dünya Savaşı ancak ve yalnız uluslararası global yaklaşımlar ile çözülebilir. 1999 yılı Birleşmiş Milletler Kalkınma Programı’nın sonuç bölümünde şu cümlelere yer verilmektedir: “Küreselleşmenin kurallarını yeniden yazmak gerekiyor. Gelişmeler, yeni dünya düzeninden faydalanan kişi ve ülkelerle, düzenin sonuçlarına katlanmak zorunda kalanlar arasında ‘saçma ve tehlikeli’ bir ‘kutuplaşma’ olduğunu gösteriyor.” Zaman tüm dünyanın aleyhine işliyor. Dolayısıyla, bu savaştan galip çıkmamız için insanlık biran önce varoluşun ve ayakta kalabilmenin yollarını aramalıdır. Bunun başlangıç noktası dünya toplumları arasındaki yaşam kalitesi adaletsizliğinin üzerine, tüm dünya uluslarının samimiyetle eğilmesi ve yine tüm dünya uluslarının terörizmin dünya için büyük bir tehlike teşkil ettiği bilinci ve bu bilincin oluşturacağı samimi işbirliği ve dayanışma ile sağlanacak bir ortak istihbarat ve hukuki altyapı oluşturmalarıdır. The ever-increasing attacks of terrorism; determined woes to beat terrorism; 2004 Christmas celebrations taking place under the shadow of thousands of security forces in the world, and particularly in the US, Russia and Australia; extra-system organizations and movements that mushroom globally as well as their success that gains more impetus every day; our civilization -that has been established by only one single species out of five billion of them historically- having reached a capacity that could destroy itself and a majority of living organisms due to factors such as nuclear and biological war or global warming; Bush uttering the sentence “this is a crusade” with reference to the global war against terrorism that he declared to initiate after September 11th; (although there is not a real scarcity of food in the world) almost half of its population dying because of easily preventable diseases just because of the fact that companies who produce expensive drugs do not consent to sell their products at lower prices; the number of these deaths lowering the average life expectation down to 38 years of age in some African countries; a massive human community who struggles with the ever-increasing problems of ignorance and health triggered by poverty, who cannot prevent population increase, who lives without jobs and food in spite of a predominantly young population, and who does not have a say at all either regarding itself or the problems of the world; Western leaders who choose to sustain conflicts and who cannot communicate effectively with the Muslim communities, and more importantly, who play into the hands of terrorists by not preventing the Arab-Israeli conflict... Welcome World War III... Sadly enough, this World War III that we seem to be experiencing does not really look like a war that we win. It has rather transformed into a war with an increasingly serious danger of getting out of control. At this juncture, the factors that have initiated this war cannot be simplistically reduced to a rationale of “we must kill them before they kill us”. That would be a logic of surrendering to violence. Therefore, in order to end World War III; a less sharp and less conflicting common synthesis of East and West needs to be created. International and global problems, and in a way World War III can only be solved with international and global approaches. The United Nations Development Report for 1999 concludes by stating that the rules of globalization must be rewritten, adding that the result of globalization is a “grotesque and dangerous” “polarization” between people and countries benefiting from the system and those that are merely passive recipients of its effects. Time runs against the whole world. Therefore, for us to be able to win this war, humanity must immediately start looking for ways to exist and survive. A starting point for this would be having all of the nations of the world sincerely tackle the problem of unequal life standards among the societies of the world, and having them create a shared infrastructure of intelligence and law with an awareness in mind that terrorism constitutes a huge threat for the world and with this awareness translated into genuine cooperation and solidarity.
